The law also confirms a cyclist&amp;#39;s right to the road and makes it illegal to right hook a bicycle rider.&lt;/span&gt;&lt;br style&gt; &lt;span style&gt;California advocates also are seeking new 3-foot legislation this year after last year&amp;#39;s veto, and a Nebraska legislator has introduced HB 1030 that requires a 3 feet when passing a bicyclist.&lt;/span&gt;&lt;br style&gt; &lt;br style&gt;&lt;span style&gt;Three added to list&lt;/span&gt;&lt;br style&gt;&lt;br style&gt;&lt;span style&gt;The number of states requiring a 3-foot gap grew by three in 2011.&lt;/span&gt;&lt;br style&gt;&lt;span style&gt;Nevada became the 19th state with a 3-foot passing law on Saturday, Oct. 1, 2011, after Gov. Bryan Sandoval signed Senate Bill 248 in law on May 19.&lt;/span&gt;&lt;br style&gt; &lt;span style&gt;Also in 2011, Kansas and Georgia &lt;/span&gt;&lt;span style&gt;became the 17th and 18th states requiring that motorists give bicyclists at least 3 feet of space when they pass. Those laws went into effect on July 1.&lt;/span&gt;&lt;br style&gt; &lt;span style&gt;California stood to be the 20th state to enact a 3-foot passing law, but Gov. Brown vetoed SB 910 (see &amp;quot;California governor vetoes 3-foot passing bill&amp;quot;). Supporters vowed in January to reintroduce a 3-foot law in 2012 that addresses the governor&amp;#39;s concerns.&lt;/span&gt;&lt;br style&gt; &lt;span style&gt;Meanwhile, at least nine cities in Texas have ratified 3-foot passing bills recently. That follows Texas Gov. Rick Perry&amp;#39;s veto in 2010 of a statewide 3-foot law that had gained legislature approval but faced opposition from special interests.&lt;/span&gt;&lt;br style&gt; &lt;br style&gt;&lt;span style&gt;Rough Road&lt;/span&gt;&lt;br style&gt;&lt;span style&gt;Maryland and Mississippi &lt;/span&gt;&lt;span style&gt;enacted 3-foot laws in 2010, but five other states failed to get a 3-foot passing law enacted that year. Multiple bills failed in Virginia, and measures were defeated in Wyoming and North Dakota. A state legislator in Washington withdrew his bill, as did a legislator in Rhode Island who sought to expand the passing gap from 2 feet to 3 feet.&lt;/span&gt;&lt;br style&gt; &lt;span style&gt;A bill in Oklahoma that sought to strengthen penalties in the 3-foot law is locked in committee. It would raise the fine for a passing violation to $500, injury to not less than $1,000, and death to $10,000. The bill also made it illegal to throw objects at bicyclists from a passing vehicle.  &lt;/span&gt;&lt;br style&gt; &lt;br style&gt;&lt;span style&gt;Given the track record of these bills in 2011, it appears that it might be more difficult to add more states to the list of 3-foot passing states in the future.&lt;/span&gt;&lt;br style&gt;&lt;br style&gt;&lt;span style&gt;19 states&lt;/span&gt;&lt;br style&gt; &lt;span style&gt;The 19 states with 3-foot laws are: Arizona, Arkansas, Colorado, Connecticut, Florida, Georgia (July 1), Illinois, Louisiana, Kansas (as of July 1, 2011), Maine, Maryland, Minnesota, Mississippi, Nevada, New Hampshire, Oklahoma, Tennessee, Utah and Wisconsin.  (Connecticut, New Hampshire enacted in 2008; Colorado and Louisiana in 2009; Maryland and Mississippi in 2010.)&lt;/span&gt;&lt;br style&gt; &lt;span style&gt;Five recommend 3 feet in driver&amp;#39;s manuals; four require a safe distance without specifications.&lt;/span&gt;&lt;br style&gt;&lt;span style&gt;Here&amp;#39;s the breakdown with links:&lt;/span&gt;&lt;br style&gt;&lt;span style&gt;3-foot clearance states&lt;/span&gt;&lt;br style&gt; &lt;span style&gt;Arizona: &amp;quot;When overtaking and passing a bicycle proceeding in the same direction, a person driving a motor vehicle shall exercise due care by leaving a safe distance between the motor vehicle and the bicycle of not less than three feet ...&amp;quot; Sets fines if violation causes death or injury. (Doesn&amp;#39;t apply if bicyclist is not using an adjacent bike lane or bike path.) Enacted in 2000.&lt;/span&gt;&lt;br style&gt; &lt;span style&gt;Arkansas: &amp;quot;... pass to the left at a safe distance of not less 3 feet...&amp;quot; Sets fines in case of death or injury. Enacted in 2007.&lt;/span&gt;&lt;br style&gt;&lt;span style&gt;Colorado: The law requires motorists give bicycles at least 3 feet or risk a $110 fine. Also states anyone who throws an object at bicyclist be charged with class 2 misdemeanor, which carries a $250 to $1,000 fine and 3 to 12 month jail sentence. (Enacted in 2009; went into effect Aug. 5)&lt;/span&gt;&lt;br style&gt; &lt;span style&gt;Connecticut: &amp;quot;... safe distance means not less than three feet when the driver of a vehicle overtakes and passes a person riding a bicycle.&amp;quot; (Enacted 2008)&lt;/span&gt;&lt;br style&gt;&lt;span style&gt;Florida: &amp;quot;... must pass the bicycle or other nonmotorized vehicle at a safe distance of not less than 3 feet between the vehicle and the bicycle or other nonmotorized vehicle.&amp;quot; See also Florida Bicycle Law guide published by the Florida Bicycle Association. Enacted 2006.&lt;/span&gt;&lt;br style&gt; &lt;span style&gt;Georgia &amp;quot;... the term &amp;#39;safe distance&amp;#39; means not less than three feet. ... the operator of a motor vehicle, when overtaking and passing a bicycle that is proceeding in the same direction on the roadway, shall leave a safe distance between such vehicle and the bicycle and shall maintain such clearance until safely past the overtaken bicycle.&amp;quot; House Bill 101 signed into law May 11; went into effect July 2011. Enacted 2011.&lt;/span&gt;&lt;br style&gt; &lt;br style&gt;&lt;span style&gt;Illinois: &amp;quot;... leave a safe distance, but not less than 3 feet...&amp;quot; Enacted 2007.&lt;/span&gt;&lt;br style&gt;&lt;span style&gt;Kansas: &amp;quot;The driver of a vehicle overtaking a bicycle proceeding in the same direction shall pass to the left thereof at a distance of not less than three feet ...&amp;quot; Passed by the legislature and signed into law by Gov. Sam Brownback on April 15. [The bill also allows bicyclists and motorcyclists to pass through red lights they cannot trigger. See Kansas Cyclist for details.] Enacted 2011.&lt;/span&gt;&lt;br style&gt; &lt;br style&gt;&lt;span style&gt;Louisiana: Motor vehicle operator &amp;quot;shall leave a safe distance between the motor vehicle and the bicycle of not less than three feet and shall maintain such clearance until safely past the overtaken bicycle.&amp;quot; Also includes anti-harassment provision. Despite all her efforts to fend it off, cure it or &amp;quot;just get over it,&amp;quot; by Friday night the cold won.&lt;/div&gt; &lt;div&gt; &lt;/div&gt; &lt;div&gt;It just didn&amp;#39;t make sense to ride 75 miles per day, with limited daylight, feeling &amp;quot;under the weather.&amp;quot;&lt;/div&gt; &lt;div&gt; &lt;/div&gt; &lt;div&gt;We decided to postpone the trip until another time... maybe Easter weekend? &lt;/div&gt; &lt;div&gt; &lt;/div&gt; &lt;div&gt;The plans are already in place. The ride is about 125 miles per day. The group was a fit, late 20 to early 30ish age group of riders.&lt;div&gt; &lt;br&gt;&lt;/div&gt;&lt;div&gt;We &amp;quot;did our own thing.&amp;quot; We took a car, so we could self-support. We took turns driving, so we each rode 1 full day and 2 half days. We all rode our carbon bikes, travelling light.&lt;/div&gt;&lt;div&gt;&lt;br&gt;&lt;/div&gt; &lt;div&gt;We had a great ride, with fantastic weather, then drove home after a restful afternoon and morning in Santa Barbara.&lt;/div&gt;&lt;div&gt;&lt;br&gt;&lt;/div&gt;&lt;div&gt;This year, my girlfriend Trudy and I wanted to try &amp;quot;lightly loaded&amp;quot; bike touring, in anticipation of &amp;quot;loaded&amp;quot; touring later this year.&lt;/div&gt; &lt;div&gt;&lt;br&gt;&lt;/div&gt;&lt;div&gt;The &amp;quot;Coast Ride&amp;quot; is a perfect opportunity. We talked about the route and decided to shorten it up a bit, to about 75 miles per day. We&amp;#39;ll be riding slower, carrying some gear from hotel to hotel. A credit card tour...&lt;/div&gt; &lt;div&gt;&lt;br&gt;&lt;/div&gt;&lt;div&gt;Each of us has a back rack on our bikes to carry our stuff. She has a handlebar bag, too. I&amp;#39;m riding my commuter bike, an aluminum &amp;#39;cross bike. It has a triple in front, mountain bike gearing in back and braze-ons for everything I could possibly want to bolt onto it. It has 700x32 tires. Pretty cushy. Trudy&amp;#39;s riding a steel bike with similar gearing. She has regular 700x23 road tires, so she may have a little less rolling resistance, but the ride may be a little harsher.&lt;/div&gt; &lt;div&gt;&lt;br&gt;&lt;/div&gt;&lt;div&gt;We loaded the bikes with everything we thought we would need and went for a 25 mile test ride... not too bad... a few minor adjustments here and there.&lt;/div&gt;&lt;div&gt;&lt;br&gt;&lt;/div&gt;&lt;div&gt;The loaded bikes weigh about 40 pounds each.&lt;/div&gt; &lt;div&gt;&lt;br&gt;&lt;/div&gt;&lt;div&gt;We&amp;#39;ve spent a few hours making hotel and car rental reservations.&lt;/div&gt;&lt;div&gt;&lt;br&gt;&lt;/div&gt;&lt;div&gt;We plan to ride from SF to Santa Cruz, Santa Cruz to Big Sur, Big Sur to Cambria... then take the bus to San Luis Obispo to pick up the rental car for the ride home.&lt;/div&gt; Their concern was fog. My riding friend from Seattle and I decided to take a chance. We figured the fog was burning off as we spoke. Sure enough, as we descended into the flatlands we had a glorious sun drenched ride. Still fabulous fall colors and you could see all the way to the coast range. A little chilly but we had layers. Approaching Lincoln we picked up a tail wind which blew us through Lincoln and up the climbs towards Penryn. We stopped at Trails End for coffee and carbs. We ran into Adrian and Bill there. We were heading out, they coming in. Heading east on Taylor we encountered a little wind in gusts. As I&amp;#39;m still recovering from the massive torn ligaments in my left calf from a ladder fall last June, we chose to stay on Ophir to Auburn. This allowed us to avoid the steep climbs on the back roads. And, since our destination was the Ford Dealership on Luther and Hwy 49 where Bill had left his car for some maintenance, this shortened our ride. When we arrived at the start parking area, the temperature was 50ish, so I put on booties, my warmest gloves, leggings and a light windbreaker over my long sleeve jersey and thermal undershirt. Then the sun broke through and I felt too warm, just standing around... Hmmm?&lt;/div&gt; &lt;div&gt;&lt;br&gt;&lt;/div&gt;&lt;div&gt;I decided to wear everything and peel layers if I was too hot.&lt;/div&gt;&lt;div&gt;&lt;br&gt;&lt;/div&gt;&lt;div&gt;We rode at conversation pace most of the time, enjoying the late fall colors and light traffic.&lt;/div&gt;&lt;div&gt;&lt;br&gt;&lt;/div&gt; &lt;div&gt;We stopped for a coffee and treats at the Mennonite bakery near the Bangor intersection. It was my first stop there. I might ride with saddle bags next time so I can bring home a few loaves of bread, a pie and maybe a cake.&lt;/div&gt; &lt;div&gt;&lt;br&gt;&lt;/div&gt;&lt;div&gt;The wind picked up a little as we headed west, toward the Sutter Buttes. It was an opportunity to burn off the treats, I guess.&lt;/div&gt;&lt;div&gt;&lt;br&gt;&lt;/div&gt;&lt;div&gt;I was noticing that there are a lot of rusty farm implements  parked on land near the roads... my favorite is a &amp;quot;steam shovel&amp;quot; just down the road from Bangor. It reminds me of illustrations in books when I was kid.&lt;/div&gt; &lt;div&gt;&lt;br&gt;&lt;/div&gt;&lt;div&gt; There was a lot of bird activity as we passed by the fields near the mid point of the ride.&lt;/div&gt;&lt;div&gt;&lt;br&gt;&lt;/div&gt;&lt;div&gt;We didn&amp;#39;t stop in at the Mexican place in Loma Rica because we both had a chore list to get back to. The wind was still pretty steady, but seemed a little cooler - maybe the weather front was moving in?&lt;/div&gt; &lt;div&gt;&lt;br&gt;&lt;/div&gt;&lt;div&gt;Heading out of Loma Rica, there&amp;#39;s a home that always has an incredible holiday yard display. The family was working on setting it up as we rode by, along with two pony sized Great Dane &amp;quot;puppies.&amp;quot; They were very excited to see us and bounded along next to the fence as we passed - in a friendly, tail-wagging way. The real ponies were in the next field (and much more sedate).&lt;/div&gt; &lt;div&gt;&lt;br&gt;&lt;/div&gt;&lt;div&gt;There&amp;#39;s a tree lined gravel road that boarders the Bald Mountain Nursery. The fall colors were spectacular!&lt;/div&gt;&lt;div&gt;&lt;br&gt;&lt;/div&gt;&lt;div&gt;We finished the ride around 1:30 - Richard had 39.22 miles, I had 39.24... There's always 2013.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;&lt;/div&gt;&lt;/div&gt;&lt;p class=MsoNormal&gt;&lt;span style='font-size:11.0pt;font-family:"Calibri","sans-serif";color:#1F497D'&gt;Amgen 2012 not coming to NC &amp;#8211;&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class=MsoNormal&gt;&lt;span style='font-size:11.0pt;font-family:"Calibri","sans-serif";color:#1F497D'&gt;You&amp;#8217;ve all seen the ATOC route announcement Thursday, and/or been forced to stare at my mug on all of the Sac and Bay Area TV news channels the past two nights explaining why we were excluded (along with Lake Tahoe, Sac &amp;amp; many others &amp;#8211; maybe even Chico) from the ATOC for 2012.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class=MsoNormal&gt;&lt;span style='font-size:11.0pt;font-family:"Calibri","sans-serif";color:#1F497D'&gt;I&amp;#8217;ve know about this outcome for several weeks but wouldn&amp;#8217;t openly discuss it due to hand-shake &amp;#8220;non-disclosure&amp;#8221; agreements with AEG et. al. They&amp;#8217;ve been a great partner the past two years so it&amp;#8217;s only fair to play by the rules and let them make their announcement when they were ready.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class=MsoNormal&gt;&lt;span style='font-size:11.0pt;font-family:"Calibri","sans-serif";color:#1F497D'&gt;Once I found out that the Tahoe region was axed, it became obvious that we had become a &amp;#8220;start without a finish,&amp;#8221; for lack of a better term. Just &amp;#8220;demographically challenged,&amp;#8221; nothing we did wrong or could have done differently.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class=MsoNormal&gt;&lt;span style='font-size:11.0pt;font-family:"Calibri","sans-serif";color:#1F497D'&gt;Losing Tahoe&amp;#8217;s participation has also potentially left Chico out (not realistic to head East/inland from Santa Rosa when stage-2 now starts in SF) in the cold after 4+ years of trying to land a stage and already having it announced this Summer that they were &amp;#8220;set&amp;#8221; as the stage-1 finish. Bummer! Sacramento is out this coming year also for the same reasons, even though they&amp;#8217;ve pitched in millions to the ATOC the past several years to ensure stage participation. We were a piece of the puzzle that fit the past two years, but for 2012 we were a square peg that just didn&amp;#8217;t fit into a round hole. Just reality, no hard feelings. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class=MsoNormal&gt;&lt;span style='font-size:11.0pt;font-family:"Calibri","sans-serif";color:#1F497D'&gt;We&amp;#8217;re already working towards 2013, but also realizing how amazing it was to have been included the past two years. With our financial limitations (Santa Rosa paid $580k to receive the 2012 Day-1 start, like we had in 2010 for about $60k), I never in my wildest dreams thought we would have had the chance to participate at all. We&amp;#8217;re sure that Jim Birrell of Medalist has sentimental attachments to the &amp;#8220;Coors Classic&amp;#8221; route we were pushing for, and I&amp;#8217;m confident that in future years we can find a way to convince AEG/Medalist that it&amp;#8217;s not only viable to use within their event, but would provide one of the most epic and visually stunning stages ever for the ATOC &amp;#8211; just like it did for the Coors Classic in the 80&amp;#8217;s.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class=MsoNormal&gt;&lt;span style='font-size:11.0pt;font-family:"Calibri","sans-serif";color:#1F497D'&gt;For those that keep making comments like, &amp;#8220;Amgen owes us, we saved their butts this year&amp;#8221; &amp;#8211; I wholeheartedly disagree. I don&amp;#8217;t believe that when you do a friend a favor, you expect anything in return. You help out because it&amp;#8217;s the right thing to do, and that&amp;#8217;s what we did for ATOC this Spring, and the sport of bicycle racing which helps expose cycling of all types to the general public. They needed help so we made it happen, and in return Nevada City received tremendous world-wide marketing exposure that we rely on to keep the store-fronts open that you all patronize and which make NC such a great place to live and visit.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class=MsoNormal&gt;&lt;span style='font-size:11.0pt;font-family:"Calibri","sans-serif";color:#1F497D'&gt;Thanks again to everyone that stepped up this past May to &amp;#8220;Save Amgen&amp;#8221; and keep Nevada City on the map, a win-win proposition for Nevada City, ATOC and the sport of cycling for sure!&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class=MsoNormal&gt;&lt;span style='font-size:11.0pt;font-family:"Calibri","sans-serif";color:#1F497D'&gt;We&amp;#8217;ll refocus on making the 2012 NC Classic a great national-level event, and I can enjoy training and racing this coming May instead of stressing on organizing another ATOC stage. Hopefully all of our local volunteers can catch their breath also, take the time to enjoy the 2012 ATOC as spectators (or volunteers @ stages in other great cities), and come back re-energized for 2013 if we&amp;#8217;re fortunate enough to get them back up here again.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class=MsoNormal&gt;&lt;span style='font-size:11.0pt;font-family:"Calibri","sans-serif";color:#1F497D'&gt;California is a BIG state with hundreds of qualified communities looking for the same opportunity we&amp;#8217;ve received the past two years.
